Over the next 20 years, Bidhiinja Beach seeks to deliver four distinct precincts, each with its own unique identity.
Town Centre:
A new vibrant town centre, a place to live, work and learn.
What this place is:
With a core focus on community, the town centre will be a dynamic fusion of education, business, and community, creating a vibrant hub where people and nature seamlessly intertwine.
What you can expect to see here:
Stretching from the intersection of Captain Cook Drive and Lindum Road to Bate Bay, this dynamic precinct includes higher-density residences, shops, jobs, and a new school capable of accommodating up to 500 students, and serves as the entry point for the immersive Dharawal cultural trail.
Boat Harbour:
A beachside tourism destination
What this place is:
Reflecting the beachside ambience of the Shire, the Boat Harbour precinct will provide an immersive experience of Indigenous knowledge sharing, celebration of culture, and a destination for residents and visitors to enjoy.
What you can expect to see here:
Set alongside the backdrop of the pristine Boat Harbour, this precinct will include hotels and eco-cabins alongside the cultural trail, townhouses and medium scale apartments, and seniors independent living.
Bate Bay:
A unique residential neighbourhood
What this place is:
Centred around two large parks, the Bate Bay Precinct will create a harmonious blend of modern living with the natural environment.
What you can expect to see here:
With a balanced approach to development, the precinct includes a mix of buildings from townhouses to high-density apartments, seniors independent living and residential aged care, supported by cafes and small shops.
Quibray Bay:
A serene residential enclave
What this place is:
Looking over picturesque Quibray Bay, this residential neighbourhood seamlessly integrates into its natural surroundings and balances passive open space with essential services.
What you can expect to see here:
With a unique landscaped land bridge, the Quibray Bay Precinct includes low to medium scale apartments, dedicated Aboriginal seniors housing and spaces for the community to enjoy.
A WELL-CONNECTED community
Our master plan has been designed to balance the movement people and vehicles across the precinct.
Connecting with our surroundings:
As we plan for the future, we want to minimise pressure on the existing road network and connect the peninsula to the Shire.
In consultation with Transport for NSW and Council, we are proposing to co-finance and deliver enhancements to the road and public transport networks. This includes:
Expanding Captain Cook Drive to four lanes
Co-funding the upgrade of intersections to be identified with Transport for NSW and Council
Advocating for increased services of the existing 987 bus service and providing a temporary bus shuttle for incoming residents whilst that takes effect.
Promoting walking and cycling:
We envision Bidhiinja Beach as a vibrant, pedestrian-friendly, and well-connected community. The master plan includes a network of pathways, cycleways, and walking tracks to encourage people to leave their cars at home.
These networks will link each precinct to main hubs such as the town centre, three district parks, the new public beachfront and the Dharawal Cultural Trail.
Within each precinct, a series of internal streets will allow for local traffic, on-road cycling, and shared footpath zones. These streets will meet at Main Street, a four-lane loop road (reducing to two lanes at Bate Bay) which connects to Captain Cook Drive and binds all Precincts together.
This approach creates an inviting environment where residents and visitors can explore the site in a safe, accessible and enjoyable way.
